1. First of all, visit youtube TV settings page by clicking on the link.
2. Click on pair device. You will now see a pairing code.
3. Now go to youtube.com/pair from your smartphone. Enter the pairing code from your PC/TV into the corresponding field in your smartphone and click add.
4. Now open a video in your smartphone and it will be played on your paired TV/PC.

One thing that I have noticed is that you will need to pair your device every time you want to remote control youtube.

Steps to delete the paired device

To delete any paired smartphone i.e to revoke its remote playback feature, visit youtube TV settings page and click delete. You will see a pop up with the paired devices listed. Click delete to delete all the paired devices. There is no option to selectively delete paired devices, however you can delete all of them at once.
